It was likely Lincoln himself responded and because it had Marx's name on it(Lincoln probably read his column because he was prominently featured in the newspaper he read), it wasn't even by Marx only but Lincoln picked that as one of the ones to respond to out of the sea of letters he received.

It's pushing things to say that 'Lincoln himself' responded to his letter, or that 'Marx and Lincoln exchanged letters.' Adams' response reads like a form letter. This isn't to say that Lincoln or elements of his administration disapproved of contact with Europe's most important radical, I'm just saying that you've probably described the exchange poorly.
