Most of Russia wouldn't be settled by Germans anyway but be subjected to some form of quasi-colonial rule akin to India. His idea was creating a vast, autarc German-dominated bloc in Europe; fucking around in Africa doesn't achieve that goal. Besided, Africa with its different climate wouldn't attract many German emigrés anyway and colonies that far away tend to emancipate themselves from the motherland.

They were perfectly fine trying to trade away French Cameroon to the Germans to make the germans feel better, as the Guardians: The League of Nations and the Crisis of Empire points out. They also had an idea about internationalizing all of Tropical Africa which would have been everything an alternate Germany might have wanted since the Germans would have won the majority market share in that region with their strong export capacities.
