no, they don't have to pay tax anymore
They're still paying a tax either way, it's just that it shifts from an ordinary sales tax to a currency exchange tax. I can't see which of the two tax rates are higher though.

Today I discovered that Japan has a 20% capital gains tax, which is probably how taxes will be dealt with after this change in law. How does the Jap-IRS compare to the real IRS?
It's still much better than sales tax, technically before you were supposed to pay 10% of every trade or whatever japanese sales tax is. It wasn't enforced but made exchanges not entirely legal.
