See the whales know that if the price falls to low, it will cause a panic sell. And he doesn't want that because he's going to pump it up more later. So he's trying to maintain the price now.
But he also knows that if he pumps it up too fast, it's going to create a natural dump. He wants you to buy and forget, basically, so he can pump it up more as more people buy in. So he's waiting for it to cool off for a little bit, some people to get out, etc., before pumping it up again and he will do this over the rest of today and a little tomorrow.
