Do you literally not understand how insurgent warfare works? They don't join up at the commandant's office and then spend a few years being shuttled between military bases and fire zones. They spend most of their time sitting around at home or in their communities, stockpiling weaponry and waiting to coordinate with other cells.

Being a terrorist isn't some full time job where you spend most of the day planning or executing attacks, it's an irregular status where you volunteer material support for organizations that adhere to loose similarities in doctrine. Most of these people spend the majority of their time acting like a regular person in a civilian setting.
