The original question was dumb. Devs don't make the rules. Any change to the code base requires a soft or hard fork to go into effect. That means that either 51% or 100% of the people running nodes have to agree with the changes and implement said updates.

Devs can't just unilaterally change the rules. That's what it means to be decentralized.
