the theme system was already fucked. the dynatoi cared more about being emperor than the long term survival of their nation. the infighting preceded manzikert and put a successive of weak emperors on the throne that couldn't reform the army. the themes were underfunded and understrength compared to the tagma which was primarily allied forces, professional regiments, and mercenaries. this meant that one decisive blow could send the whole rotten house tumbling down - which is what happened in 1071.
