Rome after the last punic war was already more of an Empire than a Republic... Still we call it the Roman Republic up until the Principate. Even if the HRE was a shitshow with no real power over it's territory (or not, whatever) it is still regarded as the First Reich. Does it tickle your anus so much? (I don't see how it carries any weight or changes history dramatically if some autists germans wanted to link themselves with previous empires (or non-empires), pretty much everyone does it)

Charlemagne and a few of his successors were crowned "Roman Emperor" in view of the invalidity of Byzantine Empress Irene of Athens to hold that title, which prior to the Great Schism connoted both head of the Roman Empire and head of the Roman Church. Barbarossa chafed under the title and added "Holy" to it to give himself a bit more political leverage against the pope, who in the west claimed that he was the head of the church, while the Emperor was only in charge of secular affairs.
