That's an interesting point. It's not merely enough for a technology to be "invented" or imported. You must also have a critical mass of people who can easily figure out the uses and benefits of said technology and institutions where training and development could occur.

It's not a fantastic leap to assume that they held copies of writing regarding Metallurgy, Chemistry (called Alchemy), Construction, botanical surveys, fauna surveys, etc.

Think about how Hero of Alexandria had a novelty steam engine but no institutions or methodologies to examine and preserve knowledge of his inventions and find pragmatic uses.

The industrialists of England did have access to such networks and a history of inventing progressively more mechanical prostheses for human faculties.

Baghdad would've probably been a gravitational vacuum for people with brains and technical knowledge. Assuming that the curse of decline and empire didn't destroy them eventually anyways.

It's hard to say how the world would be. If they either sparked an industrial revolution or imported wholesale the fantastic inventions coming from Europeans and then leveraged those to gain superior control over their territory and spheres of influence.

In 1258 Baghdad was a city of faded glory. This was not a place of profound intellectual endeavour. There were many other libraries in the Middle East which would have held copies of similar writings as Baghdad. If anything, intellectual endeavour was enhanced by Mongol rule; the cultural exchange between China and Iran significantly increased mutual knowledge of the sciences and allowed a great deal of artistic, agricultural, astronomical &c development through the dissemination of different styles.
