Ghouls.
Skeletons require more dark energy and are actually a logistical nightmare for necromancers to maintain, they are raised quickly and flung at the enemy.
Zombies are the opposite, they run on very little and can render a region dangerous to civilians for years though have many vulnerabilities against an alert prepared opponent.
Ghouls represent the best balance, their soul belongs to another but in exchange they are granted a dose of otherworldly power that is like being on crack 24/7. As a Ghoul you would form the core of the army and participate in making your deity's vision manifest in the physical realm, performing all sorts of interesting tasks until your corporeal form is destroyed after which you will watch over your comrades from above.
