We document that the hunter-gatherer populations of southeastern Europe, the Baltic, and the North Pontic Steppe were distinctive from those of western Europe, with a West-East cline of ancestry.

The lighter people were not further east, for example the Hunter Gatherers from Ukraine were mostly dark skinned and the Hunter gatherers from Latvia only carried one of the light skin alleles. It seems that only Scandinavian Hunter gatherers and Eastern Hunter Gatherers had both light skin alleles at high frequencies.

IMO, stone age R1b carriers brought a bit of "steppe influence" aka North Eurasian admixture to the Balkans and other parts of Europe after the LGM but it became dilluted and evenly spread out. It's possible that the R1b in the European steppe somehow went to the Balkans and back but it doesn't seem to be the most likely scenario.
