You treat the Maya like a monolith, they were not in decline. It wasn't some unified power, there was various periods of booming and declines. The classical collapse was just one of many. At that sime time Chichen Itza came to prominence and eventually overshadowed Tula in size. They collapsed then Mayapan came to prominence. This is not even mentioning previous downfalls like the Preclassic collapse which preceded the Classical period.

They're still millions of them around today.

Yes I'm sure burning thousands of books was filled with stuff they forgot. And they did recover some of it, such as the ritual of the bacabs and the popol vuh, annals of cakchiquels, but some of these works had to be written in secret since there was considerable censorship from the friars and they had banned their writing system. The education they instilled also brainwashed them so it's a wonder we got much at all.
