this gives me an idea for a game where AI civilizations expand and you are an adventurer travelling between them, influencing events and maybe creating you own little fiefdom and gaining allies but never totally controlling a civilization

maybe, but you only influence your vassals, not directly control them

for instance if you order your general to conquer a land he might decide not to give up the legions afterwards like julius caesar
