He needed something to boost the morale of population and since the communist ideology wasn't very entrenched among the masses he used some good ol' Russian patriotism. Military orders named after Imperial Russian generals like Suvorov or Kutuzov were issued, which was bizzare considering we're talking about the USSR.
Stalin was a very practical man. Though maybe not officially, Russians in the USSR were still a dominating ethnic group in all spheres of public life. He as a Georgian knew this well.

Here's a tally; it's only by republic, so e.g. some ethnic Russians will be marked as Ukranians and ethnic Jews and Tatars marked as Russians, but overall it's a good approximation.
