They've measured Koreans who fled from the north and they were on average up to 8 cm shorter than their southern brethren.

North Korea is far less dismal than most Westerners believe (less impoverished than most of the third world) but still a poor and isolated country with a government almost as crazy as you've heard. Slow economic development has allowed standard of living to rise, but it seems like there's still some abject poverty in the countryside.
