Who's to say that another president wouldn't have done this? We'd also need to know how many republicans in congress voted for this, because congress's approval is just as important to getting such a bill passed obviously. Third, it's quite clear that the biggest donors to the Republican party, big business interests, benefited the most from this change economically, if not politically (cubans in florida, for example vs. other latinos who have notoriously low voter turnout) from the flood of cheap immigrant labor. Why do you think no Republican president has ever genuinely addressed the immigrant problem? Why do you think Reagan and Bush were pro-immigration? Why do you think people voted for Trump?
