Roman wasn't an ethnicity. Roman wasn't a language and you could be roman and greek at the same time.

The concept of "two empires" was made in the modern ages. The actual people saw it as one united empire with 2 emperors (despite it may sound weird).
Also please consider the following:
-after Odoacer's defeat of Romulus, Odoacer's considered himself a "servant" of the Roman emperor from the east.
-"easteners" still called themself "romans", even during Byzantine times, just in greek language.
So they were never actually divided.
