The fascists wanted to remove the Slovene population either through extermination or deportation and re-settle the annexed lands with Italians. The jews were irrelevant in this matter as they were not a major population of an annexed territory and thee were a number of jews among the fascists.

As I have already written, their plan was to repopulate the Julian march (the Province of Ljubljana, not so much - they planned to deport the Slovene population from the Julian march there) - by any means necessary. They burned villages, executed civilians, carried out deportations of both activists and regular civilians. They were in no way a benevolent occupator as you seem to imply.

Mussolini wasn't really an anti-Semite. His biographer, mistress and early Fascist Party propagandist and writer, Margherita Sarfatti, was Jewish. The Italian Jewish community was very small, and very well-integrated in Italian society, having been there since Ancient Roman times. Mussolini also felt some kinship to the Jews, believing they were a fellow Mediterranean culture. The only reason he eventually ended up passing Nuremburg-style anti-Semitic race laws was because of his alliance with Hitler and his desire to cement it.

Mussolini did, however, hate Slavs, mostly the Slovenes as they were the closest Slavs to Italy and occupied the main regon Mussolini wanted to annex and Italianize.
