You're half right. But then again this is some entry level TA. If a coin has been low for weeks there's a very good chance it will pump, doesn't take a whale to tell you that. Even low volume coins get pumped, this is why if you simply put your money in a coin at a long low you will get a profit eventually just need to wait it out.
