No it wasn't, it was at the peak of its power. It had over 1 million troops, 5,000 tanks, 3,000 artillery pieces, 800 modern combat aircraft, and 4,000 APCs/IFVs. Its army was a bunch of veterans and its gear was top of the line relative to its neighbors (but, of course, not the Americans) and similar to what China was using. No Arab army before or since even came close.
