The only thing Carthage was is a disgrace. If you wanted to have a sea power from antiquity use Rhodes or Athens instead.

Rome still had a monopoly on sea power from Oresund to the southernmost coasts of Morocco, all Mediterranean (also some Red Sea and Persian Gulf at times) included. They definitely ruled the waves even if it wasn't their focus.
Byzantium had a spotty record with lots of ups and downs, but eh it probably still counts considering there weren't other real organized navies at the times, just raiders.

after punic wars and with the conquest of greece Rome had the total supremacy on the mediterranium, they still had a lot of problems with piracy tho, probably for the reason you said, it was a land power and their control of the sea was a direct consequence of it, they have never been a mainly naval nation like Phoenicia and Carthage
