Portugal had the longest running colonial empire of Europe. It only ended in 1999 when Macau was given to China. They were also the last to leave Africa in 1974.

Because spain and portugal never had the population to sustain an empire. Spain was only relevant by sitting on a mountain of silver bigger than all the currency in europe at the time while portugal never was as powerful as any of the other important powers of europe. Not only that but both were held back from industrialitzation by reactionaries during the xviii and xix centuries.

The U.S. has a higher amount of blacks, hillbillies and Mexican squatters than Europe and even historically marginalized communities have had substantial efforts made in the instruction and preservation of regional languages. Communist countries are known for faring well in literacy rates also. Bolivia under its ideologically socialist government is reported to have gotten rid of illiteracy for the most part. Illiteracy in Europe is probably most prevalent in immigrant and Gypsy communities and probably due in large part to lack of proficiency in languages other than their first.
