What went wrong with Spain and Portugal? Why are they so irrelevant these days? Being a former empire that fell from grace is one thing, but Portugal and Spain barely matter even in their own region. Whenever European politics is the subject, it's always about Britain, Germany, Russia, and sometimes France. Because spain and portugal never had the population to sustain an empire. Spain was only relevant by sitting on a mountain of silver bigger than all the currency in europe at the time while portugal never was as powerful as any of the other important powers of europe. The U.S. has a higher amount of blacks, hillbillies and Mexican squatters than Europe and even historically marginalized communities have had substantial efforts made in the instruction and preservation of regional languages. Communist countries are known for faring well in literacy rates also. Bolivia under its ideologically socialist government is reported to have gotten rid of illiteracy for the most part. Illiteracy in Europe is probably most prevalent in immigrant and Gypsy communities and probably due in large part to lack of proficiency in languages other than their first.
