Not at all. There are more ethnic Chinese living in Tibet than ethnic Tibetans, and the Dalai Lama said himself that the next reincarnation might not be in Tibet (which I believe is supposed to be impossible but I'm not sure). Either way it's pretty much incorporated into China at this point and I doubt meme magic would fix anything.

2. Who counts as Tibetan anyway? Do Tibetans living in India count? Do Han people living in Tibet count?
3. People are stupid and given to influences, today they want one thing, tomorrow another. Given it's location and economic situation, Tibet can only be a very poor country without much opportunities for its citizens. Tibetans will migrate to China for work en masse, this time without any rights that they enjoy as Chinese citizens. Officially independent Tibet will be a lot like apartheid-era bantustans.

1. This is unproven and unprovable. In reality Chinese government excluded ethnic minorities, including Tibetans, from one family one child programme.
2. It doesn't take government intervention to assimilate a small minority region in 90% Han majority country. Especially that most Tibetans happen to be country bumpkins, so Han people are needed to take jobs that country people can't do.
