That's what many colonies that were suitable for settlers turned into.

Ironically enough how seep into being a settler colony a place was had lots of issues that build up lol.

Sustaining the colonies would have been massive since now you can't just extremely skimp out on a shoestring budget and actually treat the Africans as citizens (and in many areas as people).

You know France? all those territories basically are NEVER going to leave France because of how much money it gets from the metropole and they have a voice in the government. How would France hypothetically not get fucked over in it's government and allow colonies the vote at the same time (applying France's vote criteria to it's colonies as well equally).
