Mexico has been independent of spain for almost as long as the USA. mexico then tried to go and conquer everything in the former Viceroyalty of Spain. Until the USA slapped them in the dick in 1848. Mexico has had a huge wealth of resources and year round farming. though it has all been squandered by the socialist party that has ruled mexico since the early 20th century.

That's how many areas in the US developed. Typically the anchor cities, LA/Chicago/Detroit in these regions would be the first to start utility services and would offer deals to surrounding areas in exchange for annexation. Smaller cities could try to make other deals to incorporate utilities without annexation, or even develop their own utilities, but that's usually more work. LA is famous for this because of an aqueduct that supplied water to the area

Also another major reason for growth is annexing farm land. This (almost always) would not be part of a distinct city but rather part of a township or whatever base-level municipality is in that area.

LA is great compared to the SF Bay Area. At least LA is all consolidated into one County, while the Bay Area is split into seven.

This is why LA will have an okay-tier mass transit network by 2020, while the Bay Area won't.

Is this a fundamentally stupid idea for any country in the long run? In Ontario, they've been allowing the Greater Toronto Area to devour some of the country's mildest and most productive farmland at an incredible rate. There's a greenbelt, but it's too small and development will just skip right over it. It just seems to me like urbanization should be restricted to infertile areas; farmland should be strictly protected as a strategic asset.
