Monero's value isn't rising because its initial inflation rate is WAAY higher than BTC's, until it starts to taper off around 2020. That is when its value will skyrocket. This was done in order to get a sufficient number of coins in circulation so it could actually be used as a currency instead of people hoarding them and defeating the purpose of the coin.
Until the inflation tapers off, it's just pure accumulation. Watch its market cap. It will keep going up and Monero will continue moving up the charts while its value remains the same.
