Clinton signed plenty of policy, but it was not remotely "leftist". He signed watered-down versions of what the Republicans wanted at every opportunity, and his pivot to the right effectively validated the Reagan Revolution. It took until 2016 for a center-left candidate to even come close to the Democratic nomination.

I don't think it's necessarily natural, but perhaps I'm naive. For instance I don't think that a society composed 50/50 of germans and japanese people would have lots of racism, and that they wouldn't eventually race mix. The problem with "diverse" societies is that it's usually a code word for a society with a majority high IQ population and a minority low IQ population, which of course will cause friction.

I think the better question is, why does 'South Africa need to exist?'.

Capetown is useful because its a port that ships can dock at as they go around Africa, but the rest of the country is completely meaningless. South Africa's job is to support the trade networks. The rest of the country being located in Africa pretty much guaranteed the that it would turn native eventually, so if the country falls apart then whatever, it was intended to. If it turns black but stays successful, then that's cool too, but the point being it had no chance of staying white from the moment the colony was first founded.
