Binance, yes. If it's on Bittrex, no. Although I've been hearing rumors Bittrex is working on rewarding NEO holders with GAS (as of right now any GAS you earn on Bittrex is forfeited to the exchange essentially giving away free money by the second). If Bittrex gives back the GAS expect an increase in price as I would imagine even more people would buy/trade it over there.

for real though this is a uuge problem with NEO, you're losing 1 per exchange + the divisible remainder. If it hits 4 digits (I wish) most of the cyrpto market won't be able to participate. You'd need to buy 3 atleast to even have anything left over once you've sold.
