You can access it through here dtube.video, but as you're already thinking, the domain/hosting doesn't mean shit because nothing is actually stored there.
I've been trying it for a couple of hours and there are already people uploading a shitload of movies. (Look at this guy's account dtube.video
Oh and of course, all the content (including comments) can be monetized.
