No. Modern governance is the culmination of governance history.

We didn't build our government and politics from scratch, we build it on top of the past. We learned from the past and corrected them. The civil rights, the anti-slavery movements, and the women's rights for example was a hard fought right that the liberals fought for. The modern people enjoy these rights after having fought against people who did not value those.

However at various points in time, governments and politics have made strides in rights and freedom of ordinary people. It just happened that once those government collapses, these rights were once again reverted.
