Seeing how the Soviet's plan was to basically have Germany and German intellectuals and specialists run the whole International organization, I don't see the problem.
If Communists had won in Germany, it wouldn't be Russian rule over Germany, it would be German rule over Russia. The whole power would shift there, that was the plan.
