Switzerland is a tiny country with no strategic resources, little farmland and a large number of riflemen sitting on top of fortified mountains. Any of their neighbors* could defeat them, but the cost of doing so when fighting on other fronts against real enemies is unjustifiably high.

Switzerland was mostly agrarian in the world wars. The passes in question had limited infrastructure and were easily defensible on the other side (the Alps extend past Switzerland) so would not yield any real advantage.
