For a while up until around the 70's the North was arguably more successful. The South was stricken with poverty and corruption and I think had a smaller economy but the South changed in the 70's and then the North declined and in the 90's a large part of North Koreas population starved to death because of a famine, largely caused by the lack of Soviet subsidies.
