Why? They were already easily beating them in open battles after initial invasions. They didn't have to build heavy fortifications after 14th century just to deal with Mongol tactics.
And not even AFTER 13thC, already during 13th century they were able to deal with them. Mongols as counters to 15th century European armies is just plain retarded.

With #40 works kinda like a trebuchet. Your arm is like the throwing arm of the trebuchet, and the lever on the mace is like the sling.

#32 doesn't look too effective to me either, less like a weapon and more like a scourge of some kind. Or maybe something used defensively like a sword-breaker, that catches and tangles weapons. Dunno why you wouldn't just use a sword-breaker though, it'd be a lot more reliable.
