Fascism at its core involves a palingenesis, a "national rebirth", something Franco wasn't interested in, although many of his fellow travelers in the Falange did consider such a thing necessary for Spain to recover from its centuries-long decline. Given how terrible and ineffective Franco's rule was, they might have had a point.

This is not true, a "feminsit" fascism is conceivable, albeit no such movement is known to me. Fascism requires two things: A fanatical nationalism, and a desire for "national rebirth", which is a vague concept but generally involves some kind of radical restructuring of the state along fascist lines.

He was very close to being a fascist, his side in the Civil War included many fascists and he remained sympathetic to the Axis throughout the war. He wasn't a fascist, because he didn't implement any kind of national rebirth, but he wasn't far off by any means.
