Extremely mountainous and remote, difficult to access inland, no sea port to serve as a base for an imperial power, very ruralised, no single capital or centre of control, local people are extremely warlike and have ancient warlike traditions, mountainous environment makes it difficult to hold areas to command and project control from, also difficult to carry out search and destroy operations because of huge mountains and caves network.

Afghans are not persians dude what the fuck. Like, it's only the native language for half the country and within this group you have guys like mongols who speak persian for whatever reason. Not to mention that afghan was just pashtun before the age of modern nationalism.
