Only after that did Germany declare war, and Russia invaded East Prussia. Furthermore, France was in a military alliance with Russia and in order to defeat France German troops had to go through Belgium, which was wrong, but necessary since an invasion at the Franco-German border would have come to a halt immediately.

You can blame the German government for not avoiding the war beforehand but Germany is without a doubt not the only responsible nation.

Some countries were more responsible than the others. Germans were responsible for war crimes and destruction in Belgium and Northern France. There is no denying it. Brest-Litovsk Treaty was arguably harsher than Versailles.
