A wood gas powered tractor for example is far more efficient than oxen drawing a primitive plow and the only major obstacles to manufacturing them for say a post-apocalyptic warlord with a small town of about 50000 people would be the availability of skilled workers, timber, scrap iron or iron ore and the ability to manufacture precision parts. Coal only replaced charcoal because it was cheaper. They probably already had them to support their arms industry anyway or could trade for them from a more stable part of the world.
