Herbert Hoover actually tried that with the 1929 Agricultural Marketing Act. It didn't work cause farmers kept deliberately overproducing and using up the government's budget for it too quickly since they could just sell to the government rather than the market and the government wasn't selling enough of the surplus products to break even. It's why there's production limits since the Agricultural New Deal programs of the 30s. Long probably wanted more money for such a program since they only used half a billion dollars as their budget.

Which in and of itself is not really believable, except maybe for France. Italy rather than the US, and there certainly were historical antecedents for some of it, like how Britain's revolution in KR is derived from a way more charged up 1926 TUC General Strike, or the Biennio Rosso getting way more violent in Italy.
