I had in context North America, but if so either the Malis or the Egyptians which is possible were also mostly caucassians would take some parts on South America and maybe the North would be from European or Arab migrants.

Where Patagonia is and the enclosed sea directly to its east would be Pangaea's equivalent of Europe. Tons of protected ports to encourage maritime trade, geographically isolated, defensible, and at a latitude with a good climate that isn't warm enough to induce laziness and disease.
Oh, and there would be this huge pirate culture on the far side of the world since it would no longer make any economic sense to cross the Great ocean to get from one place to another. All the outlaws would just go out into the ocean to escape and prey on anyone stupid enough to follow.

Maybe the lack of a need to go out into the ocean has all craft just be coastal craft.
There would still be a need to venture out into the ocean, for the sake of fish/whaling once coastal stocks are depleted in the 19th century. Plus, offshore drilling in the 20th century. But you're right, in that there wouldn't be much motivation to go out very far for most of history.
