The plant was fairly known to the oriental medicine circle as remedy for malaria for hundreds of years (just like how people use willow bark juice to treat fever) and yes, a chink lady won a nobel prize for her effort in extracting pure Artemisinin from Artemisia plant, But Unit 731 had started the work of developing a substitute for quinine for malarial treatment.
They need a cheap alternative for malarial treatment and found that Artemisia plant had shown positive result in treating soldiers suffering from the disease. From there, they turned the plant into both pill and juice extract and it was used not only by japanese soldiers, but also chinese/taiwanese/korean civilian and soldiers when they've requisitioned IJA's inventories
Afaik american field hospital have also used artemisia extract (requisitioned from japanese stock) to treat marines infected with malaria when quinine was in short supply
