The democratic system worked when the petty nobility were strong and independent enough to be a middle class of sorts, sovereign citizens of a nation keenly interested in self-government. With the devastation of the mid-17th century the basis of their livelihood was shaken and they effectively became dependent on local magnates.

These were some of many retarded privilleges that nobility forced monarchs to introduce as a payment for loyalty. Their role was to increase power of the nobles and reduce power of the king as much as possible.
