A non biological reason could be that due to the Sahara desert the Sub-Saharans did not have regular access to the Eurasian trade routes that would've allowed ideas and technologies to spread. Think Germanic or slavic barbarians before they were fully integrated into the Mediterranean trade routes, and somewhat absorbed into what remained of the culture of late antiquity through the merging of christian institutions with Barbarian military prowess. So it may simply be the case that the Sub Saharans lack any sort of the cultural capital that would allow them to develop functioning societies by western standards because many of the areas in Africa were literally ripped out of the stone age 150 years ago.
