They are underdeveloped because they have no reason to develop. Europeans built houses to protect themselves from weather, whereas Africans don't need to worry about that in an equatorial climate. Agriculture developed in the Fertile Crescent because of burgeoning populations and lessening resources to hunter and gather, whereas Africans populations remained relatively stable and resources never dwindled. They didn't develop societies more complex than tribal because the abundance of resources didn't force the stratification of the tribes into rigid upper and lower classes.

Since you don't need a lot of skilled labour to dig rocks out of the ground, there's no incentive to build infrastructure like schools and hospitals, making the land more appealing to tyrant regimes.
