Is China's one child policy the only successful government mandated top down anti natalist policy in history?
I've been thinking about anti natalism lately and have realized it is probably going to be a thing exercised by world governments in the coming decades and was wondering if there are any other historical examples.

I seriously doubt any developed country is going to undertake anti-natalist policies. Virtually every single one of them is below replacement fertility. If anything governments have been undertaking stealthy pro-natalist policies in the last couple of decades.
Abortion, Feminism, women's liberation and women's employment and general hedonism make for great methods of anti natalism, you don't have to mandate for it in a top down way at all.

Taking depot birth control injections twice a year is hardly planning in any real sense of the word, it is merely a prophylactic measure that doesn't require any real effort, removing pregnancy from the equation of sex and riding the cock carrousel in perpetuity is pretty much the height of hedonism as sex becomes divorced from motherhood and simply becomes something done strictly for pleasure.

Only in the strictest sense of the word "effort" as it is just getting a shot in your example but making the consciouse decision to inhibit hormones in your body is not one to be taken lightly as there are a myriad of negative side effects to birth control, some incredibly severe. Let's talk about condoms as an example, they reduce sensitivity and pleasure to a fairly significant degree for men. If a man eas truly hedonistic he would want to maximize pleasure and not wear one, instead he takes into consideration what would happen if he gets a girl pregnant and thus chooses the less pleasurable option as opposed to his baser instincts.

We still don't know if the one child policy actually forced down birth rates. They were already falling rapidly, and most Chinese farmers (AKA 80% of the population) just ignored it completely and declined to register their girls.

Viewing Chinas OCP as anti natalism is a narrow view of the world. The matter is much simpler: Once you reach a billion people, and you looked a little, you realize you are starting to face massive famines, because food is a limited resource for a lot of reasons.
China went OCP to avoid getting into a situation where they are forced between famine and shitty trade negotiations.
Between farmland taking decades to expand, sea fishing having ecosystem limitations, animal raising have large limitations: They chose to not stare into the abyss, and possible complete social unrest.
And to some degree, its preventing their massive growing city areas from growing into gigantic slums, or at the least slowing down the trend.
Its a lot similar to why Third Reich did its massive invasion expansion: To get enough food, to fuel a war machine that increases their food demand at the least threefold for active conscripts.
If you conscript 5% of the population, your nations ability to feed your citizens is now massively crippled. Such is the curse of Total War.
