A huge part of the problem Japan had was a complete lack of control over the Army. Local commanders would do ridiculous things on their own initiative:

Pretty much, the IJA would do stupid shit too fast for the government to react and then rely on the rapidly jingoistic media to get popular support for whatever new retarded thing they did. Of course, the government isn't completely blameless - they could have at any time tried to reign in the IJA, but they chose to let the war keep escalating - but it was far from a top-down conspiracy to do the most evil shit imaginable.

Germans. Cliche answer, but it's seriously true. Close to 30 million civilians/POWs killed in about three years of occupation- with the plan being to kill much more. Despite the Japanese being tyrannical, Korea's population tripled under their rule, and their GDP per capita tripled. This definitely not would have happened if the Germans had 40 years to rule, say, Poland.
