A long history of rebellions-after-rebellions and multiple civil wars. Plus, having a population so large where if one group gets out of had, that almost guarantees an ass-load of people trying to fight you. Very common reasons for why some societies become restrictive.

Civil rights are the result of a strong aristocracy and middle class asserting their power in government. China got rid of its middle class and absorbed its aristocracy into the Communist party.

They fear that weak government would lead to social collapse.

long story short, the Chinese and greater Asian culture have never put much value on the individual or a single person, its always much more focused on groups of people as a whole, and ideas, then it is on individuals. The reason there isn't much value placed on one life, is because there has always been a fuckton of people in Asia, and war, famine, and plagues would routinely kill hundreds of thousands of people.

It's only happened like 6 times already, so there's kind of a precedent.
