It's basically the Japanese equivilent of the CIA pre-ww2. The Black Dragon Society is sort of like if the Yakuza worked for the Japanese government + a spy organization. Basically the gathered information through brothels, drug dealers, contacts in the militaries of various countries, and were an effective shadow organization dedicated to furthering Japan's control of East Asia behind the scenes. A lot of warlords in the Chinese civil war were likely on their payroll, and they're responsible for a lot of the chaos in the region leading up to the second world war.
