register at coinbase.. then learn about gdax, it's part of coinbase basically. There are many other places you can buy eth but they all got pros and cons. Look for tutorials for basic stuff and keep lurking here, you'll learn a lot

Make a larger withdrawal. Consider yourslef lucky. Coinbase just "loses" your eth if you dont send enough.
