There are quite a lot of SE Asians in the Southern US. And many of the are in the military's communities. If you read at all you can easy see that many of the government and military of South Vietnam came to the US.

Regardless of whether the condemned committed capital crimes, the sight of a goddamn general personally carrying out an execution in the middle of a city street in broad daylight sent a strong message that the war was becoming even more of a clusterfuck and going out of control. If it had been a traditional military execution via the gallows or firing squad after a tribunal nobody would've given a fuck.

This. Engaging soldiers while not wearing a uniform is totally illegal and removes your POW status, thus you can be executed at will. The reasons for this are simple: if you do discourage uniforms, then the other side can't tell who's a combatant and who isn't, which just results in a mess.

Its even worse than that because you don't even need a proper uniform but at least a recognizable insignia (such as a colored arm band) and carry weapon openly to be considered a lawful combatant. There's literally no excuse for combatants behind enemy lines wearing civilian clothing.

There are special rules in Geneva conventions for civil conflicts. Because enemy soldiers in those conflicts are usually treated as rebels and terrorists, not real soldiers. Even combatants wearing uniforms don't get POW status.
